FCC Releases Broadband Data Order

In March 2000, the FCC adopted a semi-annual reporting requirement (FCC Form 477) to determine the extent of local telecommunications competition and deployment of broadband services. Reporting was done on a ZIPCode basis. On June 15, 2008 FCC ordered broadband carriers to provide the agency with more detailed information. In the new order, information will be collected and reported by census tract. In addition, FCC requires carriers to report their broadband coverage by up and download speed - 8 tiers. Report filings are due every March 1st and September 1st. and are updated and re-submitted every 6 months thereafter. Carriers who willfully fail to report are subject to a fine of not more than $500 for every day during which the offense occurs.

A census tract is a small, fixed, statistical subdivision of a county defined by the U.S. Census Bureau. There are several census tracts within a ZIPCode.
